Ryszard Kaminski
Mr Ryszard Kaminski is a highly qualified and experienced technical expert in the field of EU projects preparation, management and implementation. With 20+ years of experience in the Technical Assistance programmes of IPA, PHARE, CBC, CARDS, TACIS and other EU/ bilaterally funded programmes, Mr Kaminski possesses extensive experience in the planning, monitoring and implementing of projects in the areas of private sector development, education and life-long learning, community and regional development and providing institutional strengthening and capacity building support to managing and implementing bodies and working with non-state actors/ NGOs and wider civil society. He is also fully versed in the tools of PCM and LFA, feasibility study methods and assessment techniques, elaboration of guidelines for applicants, assessment of calls for proposals, monitoring and delivery of procurement documentation as applied to EU external aid, Structural and Investment Funds.
Mr Kaminski has a clear experience in direct dialogue with senior levels of public administration, providing support, recommendations and policy advice, a proven track record in organizing, coordinating and managing work in support to the EU integration process, with specific experience in northern Cyprus, Bulgaria and the Western Balkans (Bosnia-Herzegovina, Croatia, Montenegro, Serbia), Latvia, Lithuania, Moldova, Poland, Romania, Slovakia and Turkey. He holds a bachelor of social sciences degree in economics and management and is an MBA from the Bradford University School of Management.
A Member of the Institution of Economic Development (the UK's leading body), Mr Kaminski is a socio-economic development practitioner with a long working experience as adviser/ expert for development and implementation of projects related to the private sector, human resources, SME competitiveness, local and regional economic development. For example, as private sector development expert for the Sustainable Economic Development and ICT Sector Programme in northern Cyprus (2012-13) he contributed as component leader towards capacity building efforts aimed at the development of SMEs among Turkish Cypriot community authorities, institutions, business support organizations and enterprises.
With extensive practical experience in project management, planning, coordination, execution and supervision of project and programme activities, ensuring a clear understanding of how best to implement a project in an efficient and effective manner, Mr Kaminski is well versed in project budget management, the coordination of key expert teams and (short-term) non-key experts, drafting terms of reference for their assignments, regular project reporting and stakeholder consultation. He is a native English speaker with excellent drafting, reporting and presentation skills, developed and refined through many years of programme and project drafting, monitoring and reporting. He is also an experienced communicator, able to deliver clear training and awareness raising messages, while assessing and engaging with project partner and final beneficiary needs.
